Strengthening leaseholder protections over charges and services: consultation
The Ministry of Housing, Communities and Local Government have published a consultation entitled “Strengthening Leasehold Protections over Charges and Services” dated 4 July 2025.
 
The Leasehold and Freehold Reform Act 2024 (“LAFRA”) introduced reforms seeking to improve home ownership for leaseholders in England and Wales, and to help leaseholders better scrutinise and challenge fees and charges levied, as well as the reasonableness of the services provided.
 
The stated purpose of the consultation is to seek views on:
 
(a) how to implement the new requirements introduced by LAFRA; and
(b) new proposals for reform, which relate to the major works regime and the appointment of / qualifications of managing agents.
 
The consultation itself is lengthy and includes over 200 questions. The Law Reform Committee has sought to identify the questions of most relevant to PLA members, so that we can prepare a summary response to the consultation on behalf of the PLA.
 
However, please respond to the consultation directly if you wish to respond to any questions not included in this digested questionnaire.
 

We would encourage as many members as possible to respond to the questionnaire, so that we can compile as substantive and representative a summary response on behalf of the PLA as possible. Despite our best efforts to distil the consultation, we recognise that there are still quite a number of questions in this survey. Given that, it is entirely acceptable to respond only to questions / sections of particular interest to you. It would be preferable for as many members as possible to answer some questions, rather than none at all. All questions are optional and, if you would prefer to skip a section, scroll to the bottom of the page and click 'Next' and you will move on to the next section.
 
We ask that you complete the questionnaire by 5pm on 3 September 2025. The Law Reform Committee will then prepare a consultation response, taking account of members’ views.
